Who qualifies through UAE residence
UAE residence opens a route into Albania for all three passports, under the conditions below.
Holders of a 10-year UAE residence permit valid at least one more year on entry are exempt from the visa for stays of up to 90 days in 180.

A foreigner can apply from a country where they have been resident for over 12 months, with a residence permit valid 3 months beyond the visa, and can always apply online from any country outside Albania.

Can I go to Albania with an UAE residence visa?
Yes. Visa-free only with a 10-year UAE residence permit, 90 days in any 180. The permit needs at least 1 year of validity left on entry; ordinary 2- or 3-year residence visas do not qualify. A used multiple-entry Schengen, EU, US or UK visa, or a Schengen, EU, US or UK residence permit, also qualifies.
