Quick answer

  • Do UAE residents need a visa for Saudi Arabia? Yes, unless they are GCC citizens. Expatriate residents of any GCC country can apply for the Saudi tourist eVisa.
  • Visa on arrival? Not on the basis of GCC residence. Both official platforms list only the eVisa and a transit visa for this route.
  • Cost: SAR 339.44, about AED 332, plus medical insurance and a small insurance service fee.
  • Validity: multiple entry for one year, or single entry for three months. Each visit can last up to 90 days.
  • Where to apply: ksavisa.sa, the Saudi Ministry of Foreign Affairs' visa platform. Processing takes up to 3 working days.
  • Umrah: allowed on the tourist eVisa. Book the Umrah slot on Nusuk. Hajj is not allowed.

Who is eligible for the Saudi eVisa as a UAE resident

Saudi Arabia gives its tourist eVisa to citizens of eligible countries and to people who meet one of several conditions. One of these conditions is residence in a GCC country, including the UAE.

Conditions for the GCC-residence eVisa:

  • Your UAE residence visa is valid for at least 3 months beyond your date of entry into Saudi Arabia.
  • Your passport is valid for at least 6 months beyond your date of entry.
  • Travellers under 18: the parent must apply for an eVisa first.
  • The Tourist Visa Regulations also cover first-degree relatives and accompanying domestic workers.

Professions: the official pages disagree. The Ministry of Tourism's Tourist Visa Regulations still say the GCC-resident route applies to "the professions published on www.visitsaudi.com". The current eVisa requirements on Visit Saudi and KSA Visa name no profession list, and no such list is published. We follow the two visa platforms, because they set out the requirements you actually apply under.

By nationality. Citizens of some countries, such as the UK and the US, can get the eVisa because of their passport, wherever they live. India, Pakistan and the Philippines are not in this group. UAE residents with these passports use the GCC-residence route.

GCC citizens, including Emiratis, need no visa for Saudi Arabia.

Is there a Saudi visa on arrival for UAE residents?

Not because of UAE residence. On KSA Visa, visa on arrival is listed for holders of a US, UK or Schengen visit visa and for permanent residents of the US, the EU or the UK, and on Visit Saudi for eligible nationalities. If you hold one of those visas or residence permits, you may qualify through that route instead.

Single-entry stay: the official pages disagree. KSA Visa and Visit Saudi allow up to 90 days on a single-entry eVisa. The Ministry of Tourism's regulation caps a single-entry stay at one month. We follow the visa platforms; if your trip on a single-entry visa is longer than a month, choose the multiple-entry eVisa to be safe.

UAE residents do not need the package route: the GCC-residence eVisa is simpler. The package route requires a hotel of four stars or more, a round-trip flight and a minimum package value.

So the Saudi tourist visa cost for a UAE resident is about AED 371 plus the insurance premium. The Saudi visit visa fees for business visitors are the same. The Saudi visit visa charges are paid online when you apply.

The Saudi Tourist Visa Regulations set the visa fee itself at SAR 300. KSA Visa says the visa fee of USD 80 is refundable, while the two digital services fees are not. Its FAQ adds that fees cannot be refunded once the visa is issued.

AED amounts use the official pegs: USD 1 = SAR 3.75 (Saudi Central Bank) and USD 1 = AED 3.6725 (Central Bank of the UAE). Your card may use a slightly different rate.

Saudi visa for UAE residents by passport: Indian, Pakistani, Filipino

Saudi Arabia sorts nationalities into groups. Indian, Pakistani and Filipino passports are not eligible for the tourist eVisa by nationality, so the UAE residence is what makes you eligible.

PakistanNoTourist eVisa through GCC residence: 1-year multiple entry or 3-month single entryPackage eVisa through an approved travel package

The fee, validity and Umrah rules are the same for all three passports.

Check your dates before you apply

The rule is about your entry date, not your application date. Your UAE residence visa must be valid for at least 3 months after the day you enter Saudi Arabia, and your passport for at least 6 months. Example: if your UAE residence visa expires on 15 March, plan to enter Saudi Arabia no later than 15 December. If it expires sooner, renew it before you apply.

Documents required

  • [ ] Passport valid for at least 6 months beyond your entry date
  • [ ] UAE residence visa valid for at least 3 months beyond your entry date
  • [ ] Medical insurance, bought during the application
  • [ ] For a traveller under 18: the parent's eVisa first
  • [ ] For a business visa: an invitation letter from the Saudi company, or the business details if there is none
  • [ ] For Umrah: a booked Umrah slot on Nusuk
  • [ ] If you drive: the original vehicle ownership document, the owner's authorisation if you are not the owner, and Saudi car insurance bought before you enter

How to apply for the Saudi e visa, step by step

  1. Go to ksavisa.sa. Visit Saudi sends GCC residents to this platform. The older platform, visa.mofa.gov.sa, still runs and points to KSA Visa.
  2. Choose the tourism visa and the condition "residence in a GCC country".
  3. Fill in the Saudi visit visa form online. Choose single or multiple entry. The port of entry is optional; for road travel you can choose entry by land.
  4. Buy the medical insurance and pay the fees online.
  5. Wait up to 3 working days for processing.
  6. Track your application on ksavisa.sa/track-application with your application number.

Umrah on a tourist eVisa

You can perform Umrah on the tourist eVisa. Book your Umrah appointment on the Nusuk platform. The Ministry of Hajj and Umrah says the Umrah permit is free of charge.

Hajj is not allowed on a tourist eVisa. Umrah is not available during the Hajj season, from 15 Dhul Qa'dah to 15 Dhul Hijjah. The dates move each year with the Islamic calendar. In 2026, for example, the UAE Ministry of Foreign Affairs reported that Nusuk Umrah permits were paused from 18 April to 31 May.

Travelling to Saudi Arabia by car from the UAE

  • Border crossing. The UAE's E11 road runs to the Al Ghuwaifat border crossing with Saudi Arabia. KSA Visa lists Al Batha among its land entry points, and its application lets you choose entry by land.
  • Car documents. The UAE Ministry of Foreign Affairs says drivers need the original vehicle ownership document and must be the owner or carry the owner's authorisation.
  • Insurance. Buy Saudi vehicle insurance before you enter Saudi territory.
  • Time limit for cars. Gulf-registered vehicles may not stay in Saudi Arabia for more than 90 days within any 365 days. An extension can be requested from the Saudi Ministry of Interior before the 90 days end.
  • Customs. Declare gold, jewellery or gems worth SAR 40,000 or more, goods in commercial quantities over SAR 3,000, and more than 200 cigarettes or 500 g of tobacco.
