Is Germany or Europe visa-free for Iranians?
No. Germany and the other Schengen states require a visa from Iranian passport holders under EU Regulation 2018/1806. A Schengen visa, once you have it, opens visa-free entry to some other countries, such as Belarus, Belize and Costa Rica.
